EU-funded Twinning Ombudsman project helps Ukraine improve legislation on the protection of human rights

On 7 December, the Secretariat of the Ukrainian Parliament Commissioner for Human Rights and a team of Lithuanian and Austrian partners hosted a closing ceremony to mark the finalisation of the EU-funded Twinning Ombudsman Ukraine project.

The two-year project aimed to strengthen the effectiveness of the Ukrainian Ombudsman institution. To achieve this, EU experts helped their Ukrainian partners to improve legislation relating to the protection of human rights.

Besides including legal expertise, the project also set out a roadmap that will help the Ukrainian Ombudsman to implement internal transformations step-by-step. These include introducing modern practices and methodologies into the daily workflow and introducing a more developed training system.

The Twinning Ombudsman Ukraine project (Implementation of European standards with the aim of strengthening the institutional capacity of the Apparatus of the Ukrainian Parliament Commissioner for Human Rights to protect human rights and freedoms) was implemented throughout 2017-2018 in cooperation with Lithuanian and Austrian human rights institutions and the Secretariat of the Ukrainian Parliament Commissioner for Human Rights. Its budget was €1.5 million.
