StrategEast highlights Ukraine’s defense tech transformation at U.S. congressional offices briefing

The United States can accelerate its transition from a slow defense acquisition process toward a more cost-effective and agile system by learning from Ukraine, said Anatoly Motkin at a briefing for U.S. congressional offices hosted by With Honor and Snake Island Institute (SII). Citing a report by SII, StrategEast contributed to, he noted that an industry that began in 2022 with only a handful of producers is now a mature sector of over 1500 manufacturers producing thousands of deep-strike drones per month with an innovation cycle measured in days.

The session focused on the rapid evolution of Ukraine’s defense technology sector and its implications for U.S. policy and transatlantic security cooperation.

In his remarks, Mr. Motkin emphasized that Ukraine’s defense tech industry represents more than a wartime response — it is a case study in how a modern, adaptive defense industrial base can scale rapidly under pressure while delivering measurable battlefield results.
For U.S. policymakers, the briefing underscored three key implications. First, Ukraine demonstrates that defense innovation can be faster, more flexible, and more cost-efficient when driven by a broad ecosystem of smaller, specialized firms. Second, the sector presents a strategic opportunity for the United States to deepen cooperation through co-production, targeted investment, joint R&D, and industrial partnerships. With more than 70 domestic component manufacturers and a rapidly expanding defense marketplace, Ukraine offers tangible entry points for collaboration. Third, the Ukrainian model — decentralized, software-driven, and iteration-focused — aligns closely with the capabilities required for future conflicts, particularly in areas such as autonomy, attritable systems, and electronic warfare.

The central message of the discussion was clear: supporting Ukraine’s defense tech sector is not only critical for current security needs, but also essential for shaping the future of defense innovation and strengthening transatlantic resilience.
