With over 300,000 IT professionals and $6.4 billion in IT exports, Ukraine has emerged as a key technology partner in Europe and beyond. This report maps the country’s IT hubs, startup and venture ecosystem, international partnerships, and the rise of dual-use and defense tech innovations born from necessity.
Structured around key data, strategic insights, and forward-looking opportunities, the report is a vital resource for international policymakers, think tanks, international businesses and investors. It aims to highlight Ukraine’s potential for win-win partnerships with the U.S. market, offering mutually beneficial value in shaping the future of trusted tech.
The report is developed under the U.S.-Ukraine Tech Partnership Initiative, a strategic program led by StrategEast, in partnership with Diia.City.Union and Kharkiv IT Cluster, with support from the Ministry of Digital Transformation of Ukraine, to connect Ukrainian tech companies with U.S. government stakeholders, think tanks, investors, and businesses. The Initiative is designed to strengthen U.S.-Ukraine partnerships, unlock business opportunities and investment in the U.S. market. Through targeted matchmaking, strategic meetings, and engagement with key U.S. stakeholders and international financial institutions, these activities are designed to provide technological companies with access to business opportunities, investment channels, and support for Ukraine’s broader economic recovery.
The report draws on and synthesizes insights from key ecosystem studies, including Digital Tiger: The Market Power of Ukrainian IT (2024) by the IT Ukraine Association, Scaling Up: Accelerating Ukraine’s Tech Sector by U.Ventures, UMAEF, and CIVITTA, the Global Startup Ecosystem Index 2024 by StartupBlink, and IT Research Ukraine by Lviv IT Cluster, along with original surveys, interviews, and findings gathered directly from Ukraine’s tech ecosystem.
