Regional AI Progress (2025)
StrategEast presents Trustworthy AI: Recommendations for Responsible and Inclusive Artificial Intelligence Strategies and Policy Frameworks — a comprehensive regional report mapping the development, opportunities, and challenges of AI adoption across Armenia, Georgia, Moldova, and Ukraine from a policy perspective.
Developed under the AI Policy Dialogue Initiative with the support of RECONOMY, the report synthesizes insights from high-level roundtables, expert workshops, and broad multistakeholder consultations. It captures the region’s diverse developments — from Armenia’s early investments in AI education, Georgia’s experimentation with public AI adoption, and Moldova’s emerging institutional frameworks, to Ukraine’s resilient digital transformation even under wartime conditions.
The recommendations outlined in the report provide practical, reality-based guidance for policymakers, businesses, civil society, and educational institutions. They emphasize embedding responsible and inclusive AI by design, strengthening cross-sector and multistakeholder coordination, investing in AI literacy and skills, and aligning national frameworks with international standards such as the OECD AI Principles, UNESCO’s AI Ethics guidelines, and the EU AI Act.
This publication serves both as an overview of developments and as guidance for national governments, while also acting as a resource for international partners, development agencies, and investors committed to ensuring that AI drives inclusive growth and resilience rather than widening inequalities. By promoting principles of responsibility, fostering multistakeholder cooperation, and supporting innovation tailored to local contexts, the report positions Armenia, Georgia, Moldova, and Ukraine as emerging and trusted contributors to the global AI ecosystem.
The AI Policy Dialogue Initiative, led by StrategEast in collaboration with RECONOMY (an inclusive and green economic development program of the Swedish International Development Cooperation Agency (Sida), implemented by HELVETAS in partnership with Help), aims to strengthen multistakeholder collaboration and foster meaningful dialogue to develop responsible and inclusive AI strategies and governance across Armenia, Georgia, Moldova, and Ukraine.
