The U.S.-Ukraine Tech Partnership Initiative Activity Report provides an overview of the U.S.-Ukraine Tech Partnership Initiative launched in February 2025 by StrategEast with the support of the Ministry of Digital Transformation of Ukraine, in partnership with Diia.City Union and the Kharkiv IT Cluster. The report highlights the initiative’s role in strengthening sustainable cooperation between the Ukrainian and U.S. technology ecosystems while positioning Ukrainian tech, both commercial and defense tech companies within broader international innovation and business networks. Since its launch, the initiative has facilitated nine delegations, connecting leading Ukrainian technology companies with senior stakeholders across U.S. federal and state institutions, including the U.S. Department of State, members of the U.S. Congress and the U.S. Senate, industry leaders, think tanks, and policy communities. These engagements have extended to major industry platforms such as AI+Expo events, as well as high-level roundtables with Business Executives for National Security, and dedicated sessions hosted by the Krach Institute for Tech Diplomacy at Purdue and American Kestrel. The initiative has also enabled direct engagement with leading global companies, including Amazon Web Services, Northrop Grumman, RTX, Paladin Capital Group, and other key players. Furthermore, the initiative included a focused expert delegation to Taiwan, emphasizing innovation and dual-use applications and serving as a key step in building bridges between Ukraine’s resilient tech sector and Taiwan’s innovation ecosystem. During the implementation of the initiative, two analytical reports were prepared that have become key resources for understanding the development of Ukraine’s technology sector amid the conditions of war: “Ukraine: From Digital Sprinter to Digital Tiger” and “Ukraine’s Defense Tech Industry: By The Numbers,” developed by The Snake Island Institute in partnership with StrategEast. Building on the outcomes of structured dialogues and matchmaking activities conducted since February 2025, the report summarizes key results achieved through the initiative’s work, reflecting both the scale and depth of engagement that has developed over time.
The report also reflects the growing international recognition of Ukraine’s technology ecosystem as a credible source of resilience and advanced technological expertise shaped by the realities of wartime adaptation. In addition, the report explores broader trends shaping the U.S.-Ukraine technology cooperation, including the increasing importance of dual-use technologies, defense innovation, digital resilience, and cross-sector collaboration. Particular attention is given to the role of trusted international partnerships in supporting long-term economic recovery, and integrating Ukrainian companies into the global technology ecosystem.
The U.S.-Ukraine Tech Partnership Initiative Activity Report highlights how continued international engagement can strengthen Ukraine’s position as a strategic technology partner, while creating lasting value for both Ukrainian innovators and international stakeholders.
